The more I read, the more I think a fresh start is needed. Also maybe a refresher course on classroom management would be helpful? You're the teacher. You're in charge. Not the kids. That needs to be shown from day one. 30 kids running rampant? After 20 years of teaching? something isn't adding up. But you also say you have hours of grading homework/papers... so you must be teaching in the middle of the chaos? Just trying to make sense of it all and picture how the classroom experience is for your and your students. Can you have someone/admin check in on you during class when the mean girl is there?
How much longer is left this school year?? Let's make a plan for a better year next year. What can you do for that to happen? How can we help?
And forget about your brother.

All you had to do was search the obit online or call the funeral home. Arrive, pay your respects and leave. Five minutes top. Then your brother would have no recourse for judgement.
